Yet there is nothing under their feet but empty space: far below, we can see the streets of Manhattan and Central Park. None of them is wearing a harness. This contrast between their calm attitude and the danger is what makes the picture so powerful. It was taken during the Great Depression, when jobs were scarce, and many of these men were probably immigrants who could not afford to refuse dangerous work.
